About this tool
Make a photo smaller for a form that rejects anything over a few hundred kilobytes.
Pick a target such as 200 KB. The tool lowers JPEG quality, and if that is not enough it scales the image down, until it is under the target or it cannot go further without becoming unreadable.
PNG with transparency is exported as JPEG for size. You will see the original size, the result, and the percent saved.

FAQ
Why is the result still above the target?
A tiny, already-compressed file or a hard quality floor can stop the loop. The status line says when it could not reach the target.
